On the 23rd, during an emergency drill near the 220 kV Minfeng Second Circuit 74 tower of State Grid Hubei Electric Power Co., Ltd., members of the emergency communication backbone team of State Grid Hubei Xintong Company completed the installation of high-capacity power emergency communication equipment in just 15 minutes, successfully establishing a communication channel and transmitting clear and accurate real-time line image signals captured by high-altitude line inspection drones to the front command center and rear command center.
As of the end of 2023, there are 266 substations of 220 kV and above in Hubei power grid, 888 transmission lines of 220 kV and above, with a total length of 34722 kilometers. Affected by geological structure and climate conditions, natural disasters occur frequently in Hubei Province, and the power grid infrastructure is often threatened by sudden natural disasters such as rain, snow, freezing, floods, and earthquakes. However, some equipment and facilities in the power grids of Huanggang, Enshi, Shennongjia and other regions are located in deserted mountainous areas, lacking public network signal coverage.
Power emergency communication is mainly aimed at ensuring that key information and instructions on site can be quickly and accurately transmitted to command and repair personnel during natural disasters, ensuring smooth communication links and improving the efficiency of fault repair and emergency response capabilities.
Zhang Mingzhao, Director of the Communication Department of State Grid Hubei Electric Power Control Center, introduced that traditional emergency communication systems generally use ground cellular communication (omnidirectional antenna), which has a wide coverage range but short communication distance. Satellite communication (directional antenna) has good performance and long communication distance, but its coverage is limited, and the communication quality is easily affected by weather. In addition, it has the disadvantages of small transmission bandwidth and high latency, which often makes it difficult to cope with emergency rescue and power supply communication.
Sometimes severe natural disasters occur, resulting in a lack of stable power supply, interruption of public communication network services, traffic interruptions, and other special situations at the repair site, seriously affecting the execution of power repair tasks, "said Zhang Mingzhao.
To this end, State Grid Hubei Electric Power focuses on strengthening the level of power supply guarantee in emergency situations, ensuring communication support for responding to emergencies, conducting research and application of high-capacity power emergency communication technology, and building a mobile emergency communication system. This includes one set of satellite ground stations, four sets of satellite portable stations, one set of "static communication" emergency command vehicles, and one set of "dynamic communication" emergency communication vehicles, achieving full chain connection of the emergency command system from the command center to the event site, thus playing a key role in various tasks such as flood control and emergency rescue, anti ice and power protection, and major event support.
It is understood that the high-capacity power emergency communication technology currently in use is different from traditional wireless communication systems. It can reflect incident electromagnetic waves in real-time without relying on the surrounding environment, thereby obtaining stronger coverage capabilities and meeting the needs of disaster communication such as point-to-point and point-to-point in harsh environments such as deep mountains, water crossing, and high altitude. At the same time, the communication network based on this system can be quickly established, providing real-time bidirectional communication links with long distance, high bandwidth, and high mobility, meeting the needs of emergency command and rescue voice, image, video, and other diverse information exchange.
Under the common rainy and foggy weather conditions in winter and spring in Hubei, through high-capacity power emergency communication technology, the point-to-point emergency communication distance has been increased from 2 kilometers to 30 kilometers, while meeting the mobile communication needs with an effective range of movement speed greater than 100 kilometers per hour, achieving signal following command. The bandwidth has been increased from 4 megabits of satellite communication to 200 megabits, and the latency has been reduced from seconds to milliseconds, greatly enhancing the timeliness and accuracy of emergency rescue operations.
